The Secretary-General of the Gulf Cooperation Council, Jasim Mohammed Al-Budaiwi, has announced the Gulf Cooperation Council’s vision for regional security, emphasizing that it is not merely a political commitment but a “moral commitment that unites us all, as our common security is the foundation upon which we build our hopes and dreams for a better future.” He highlighted the Gulf states’ belief in dialogue, cooperation, coordination, and respect for differing viewpoints as essential and sturdy shields against all challenges.
This announcement was made during the launch ceremony of the vision held yesterday (Thursday) at the General Secretariat headquarters in Riyadh, attended by senior officials from the foreign ministries of GCC countries and diplomats. Al-Budaiwi reiterated that the GCC stands on solid ground in supporting and enhancing international peace and security, stating, “Their Majesties and Highnesses, the leaders of the GCC countries, have repeatedly affirmed, most recently during the Doha Summit, the GCC states’ steadfast commitment to addressing political, security, and economic challenges, not only within the region but globally.”
He emphasized that contributing to resolving issues threatening global security and stability is a testament to their determination and belief that peace is not just an end in itself but the foundation upon which the vision for a future characterized by coexistence and mutual progress is built. This is achieved through regional and international dialogue and cooperation, expanding cooperation with partners worldwide, and recognizing that lasting peace requires joint efforts and genuine, sincere will.
Al-Budaiwi pointed out that over the past decades, GCC countries have demonstrated their sincerity and commitment to these principles, international charters, and norms, making positive engagement and interaction with their regional and international communities their hallmark. This has earned them the trust of the international community, allowing them to play larger roles armed with sincerity, positivity, and a genuine desire to de-escalate, resolve conflicts, and address lingering issues and disputes.
This vision is a call for all parties to work together for a prosperous and secure future. It signifies three main points: firstly, coordinating positions among GCC countries on regional and international issues, serving as an important aspect of cooperation and integration among GCC states and forming the basis for a unified foreign policy.
Secondly, unified positions are based on the GCC Charter and the principles of international law governing relations between states. Disputes between states are resolved through negotiations, diplomatic means, and dialogue, rejecting the use or threat of force to ensure regional security and stability.
Thirdly, it relies on the GCC Charter and the Common Defense Agreement. In terms of security, Al-Budaiwi stressed that the security of GCC countries is indivisible, especially amid the instability witnessed in the region and globally. This is closely linked to the principle of shared destiny.
GCC countries are unified in their aspirations for security, prosperity, and stability, inspired by their future vision for regional security. These aspirations are not just plans and strategic goals but a commitment to building a common future characterized by security, peace, and stability. Their commitment to dialogue, cooperation, respect for sovereignty, and international coordination reflects their deep desire to achieve lasting peace and prosperity for their peoples and the world at large, urging all parties to work hand in hand to turn this vision into a tangible reality, reflecting their collective strength and resolve to address current and future challenges.
