The Libyan Government-designate, led by Prime Minister Osama Hammad, has announced the creation of a “Reconstruction Fund for the City of Derna and Other Flood-Affected Areas,” following the catastrophic effects of Storm Daniel.
The storm, which hit Derna and the Green Mountain areas in eastern Libya on September 10, resulted in the country’s most severe humanitarian disaster.
According to Decision No. 288 of 2023, issued on October 1, the fund’s primary objective is to devise and implement a general policy for reconstructing Derna and other regions ravaged by Storm Daniel.
The fund will have a distinct legal and financial identity and will operate under the auspices of the Prime Minister’s office.
The second article of the resolution mandates that the fund will be managed by an executive director with significant experience and high qualifications in engineering. The Prime Minister will appoint this director and determine their remuneration.
The third article outlines nine specific responsibilities for the executive director, focusing on managing the fund’s affairs and making necessary decisions to achieve the objectives for which the fund was established.
This development marks a significant step in Libya’s efforts to recover and rebuild from the devastation caused by Storm Daniel, emphasizing the country’s commitment to addressing the aftermath and aiding affected communities.
